International Astronomical Search Collaboration (IASC)
has a search form for asteroids
Near-Earth Object Human Space Flight Accessible Targets Study (NHATS)
is really designed to find targets which are accessible to spacecraft, needing only small delta-V, but it does provide some information for observing opportunities.
The NEO confirmation page
lists objects which have JUST been detected and need confirmation
The NEA Observation planning aid
will help to plan an observing run for some particular site and date
IAU Minor Planet Center
is a good place to start.
The Lowell Observatory Asteroid Observing Services
have a number of useful programs and lists.
